Theresa's practice covers a range of corporate and commercial matters with a focus on public procurement, infrastructure and public-private partnerships (P3s). She advises clients on the development, preparation and ongoing administration of public tenders and procurement processes and the development of commercial agreements for the design, construction, financing, operation and maintenance of infrastructure.

Theresa was seconded for six months to the Blakes Gulf office, where her practice covered a range of corporate, commercial and litigation matters. While in the Gulf, she acted for some of the largest enterprises in the Middle East, including Saudi Aramco and Petro Rabigh.

SELECT EXPERIENCE

Representative transactions include acting on behalf of and advising:

  • Infrastructure Ontario on a number of alternative finance projects, including sports venues for the 2015 Pan/Parapan American Games, the Hawkesbury & District General Hospital Redevelopment Project and the Credit Valley Hospital Phase II Redevelopment Project
  • Ontario Association of Community Care Access Centres with respect to the procurement of outsourced clinical services and medical equipment and supplies, and providing contract template advice
  • Ontario's nuclear new-build project
  • City of Saskatoon on two design, build, finance, operate and maintain projects: the Civic Operation Centre and the North Commuter Parkway and Traffic Bridge
  • City of Calgary on a design, build, construction, operation and maintenance P3 project for an organics processing facility (food and de-watered biosolids)
  • City of Winnipeg on the design, build, finance and maintain project for the Southwest Rapid Transitway (Stage 2) and Pembina Highway Underpass

  • City of Moncton on the Moncton Downtown Centre project (a new multi-use sports and entertainment centre)
  • City of Sudbury on the design, build, finance and maintain project for a new biosolids facility and related upgrading of existing City water and wastewater facilities
  • City of Hamilton on the design, build, finance, operate and maintain Biosolids Management Project
