Francis specializes in employment and labour law. He provides advice to employers on contractual and employment and labour matters, including statutory compliance, employment contracts, human rights, benefits, occupational health and safety, pay equity, privacy law, as well as in litigation and employment disputes resolutions.

Francis also advises employers on the different steps involved in mergers and acquisitions, financing transactions and projects, as well as in arrangements and restructurings.

Before joining Blakes, Francis acted as law clerk for two judges of the Superior Court of Quebec, judicial district of Quebec, and worked in ministerial offices for the Government of Quebec.

He is fluent in French and English.


Recent representative matters include:

  • Actively participated in the employment aspects of a restructuration under the Bankruptcy and Insolvency Act for a major company in the retail industry

  • Advised clients on risk management in transitory periods (mergers and acquisitions, bankruptcy, insolvency, CCAA, etc.) regarding employees and directors’ liability

  • Successfully represented employers before regulatory bodies in the course of administrative inquiries

  • Undertook several audits regarding some of the compliance of major employers with Quebec applicable laws, especially with respect to employment laws
