Clémentine's practice mainly focuses on public procurement, infrastructure and public-private partnerships projects, including project finance. She advises private and public entities on the development and preparation of tenders and on the drafting and negotiation of partnership and other commercial agreements in the context of projects for the design, construction, financing and operation of infrastructure and clean energy ventures; and on the administration of the design and construction phases of such projects. Although familiar with many industries, her work focuses mainly on construction, health care and clean energy.

In her procurement practice, Clémentine assists local and international stakeholders in both the public and private sectors providing advice and legal opinions relating to procurement processes, project risk management and mitigation strategies, project structuring, agreements, and compliance issues related to governance and integrity.

Clémentine has participated in several corporate transactions, including mergers and acquisitions and take-over bids.

Clémentine is fluent in English, French and Spanish.

  • Advised the Agence métropolitaine de transport in connection with its call for tender respecting the operation of commuter trains and the maintenance of the railway rolling stock and related services

  • Advised the successful consortium in connection with the new Sorel-Tracy correctional facility in the Montérégie region

  • Advised the successful consortium in connection with the new CHUM hospital and research centre projects during the procurement, design and construction phases

  • Represented Infrastructure Québec regarding the conception, construction, operation and maintenance of a new concert hall for the Montreal Symphony Orchestra, and advised the Ministry of Culture, Communications and the Status of Women regarding the supervision of the design and construction phase of the project
