Josh's practice focuses on energy regulation and renewables as well as commercial, environmental and administrative law. He has a range of experience advising clients on regulatory and commercial matters in the areas of renewable energy (wind, solar, hydro and storage), project development, climate change and greenhouse gas regulations and disclosure obligations, Canadian transportation law, and commercial transactions.

Prior to joining Blakes, Josh gained industry experience working in the energy sector in BC, Alberta and the Middle East, and with Alberta Environment and Parks. During law school, Josh received the Regional Senior Justice Prize in appellate advocacy, as well as an international award from the Centre for International Sustainable Development Law for research and writing on greenhouse gas regulation, climate change law, green finance and governance. He also worked with in-house commercial and privacy counsel at a major Canadian technology and e-commerce firm.

Josh has represented clients before the Alberta Utilities Commission, and assisted on matters before the National Energy Board, the Alberta Energy Regulator, Alberta’s Provincial Court, Court of Queen’s Bench, and Court of Appeal, as well as the Supreme Court of Canada.


Representative matters in which Josh has been involved include:

  • Representing and advising major renewables (wind and solar) companies in multiple matters including applications to the Alberta Utilities Commission, commercial negotiations, and general project development

  • Advising major renewable energy industry associations in regulatory proceedings

  • Advising major publicly-traded conventional energy companies on disclosing climate change risk, and impacts of aboriginal claims (including UNDRIP implementation)

  • Advising a large water co-operative in a commercial arrangement and regulatory matters

  • Assisting a major Canadian Transportation Agency-regulated client on various matters

  • Advising on major commercial transactions in the energy sector with respect to structuring and regulatory considerations, and diligence matters

  • Advising an energy client with respect to the British Columbia Oil and Gas Commission's environmental monitoring, reporting and compliance obligations

  • Assisting and advising conventional energy companies with applications before the National Energy Board and the Alberta Energy Regulator
