  • The winning consortium for the design, construction, financing and maintenance of the Gander and Grand Falls-Windsor Care Homes project in Newfoundland and Labrador

  • The winning consortium with respect to aspects of the construction and operation and maintenance subcontracts for the Gordie Howe International Bridge project

  • One of the proponents in connection with the Library and Archives Canada Gatineau 2 project

  • A metropolitan transportation agency and a federal Crown railway corporation in connection with their calls for tenders for service providers for operation, maintenance and other related services and transportation equipment suppliers

  • A public pension fund and public entities with respect to specific public procurement matters

  • Owners and contractors in connection with renewable energy projects, including with respect to the purchase and sale of interests

  • Quebec’s Ministry of Culture and Communications with respect to the construction, financing and operation of the Montréal Symphony Orchestra’s new concert hall

  • The winning consortium regarding the design, construction, financing and maintenance of the new Centre Hospitalier de l’Université de Montréal (CHUM) and its research centre

International Experience

Representative matters include:

  • Providing legal advice regarding new legislation on public-private-partnerships in a Caribbean country

  • Providing legal advice on a waste management project financed by a multilateral development bank, including a comparative analysis of various contracting models

  • Representing a Quebec Crown corporation with respect to analyzing potential energy project opportunities in Mexico

Professional Activities

Clémentine is a member of the Quebec Bar and the Infrastructure and Construction National Executive Committee of the Canadian Bar Association. She also speaks at conferences and seminars and writes on issues affecting her practice areas.

Clémentine launched the Montréal chapter of the Women’s Infrastructure Network in 2015. She presides its steering committee and is a member of its governance and outreach committees. She is also a director of the Association des consommateurs pour la qualité dans la construction (Consumer Association for Quality in Construction) and a member of the international outreach committee of the Montréal Bar Association.

Clémentine is involved in various human rights and international justice issues. She is a member of Lawyers Without Borders Canada, through which she took part in an international legal cooperation mission in Guatemala. She is a former fellow of the Canadian Centre for International Justice. She also volunteered for the Université du Québec à Montréal’s International Legal Clinic for the Defence of Human Rights.

Prior to joining Blakes, Clémentine worked as a researcher and lecturer in bioethics.
