Blake, Cassels & Graydon LLP (Blakes), one of Canada’s leading business law firms, is pleased to announce the return of Randall Hofley, following his two-year secondment with the Competition Bureau Legal Services (Bureau), where he served as General Counsel and Senior Enforcement Advisor.

While at the Bureau over 2018 –19, Randall played an active role in the development of the Bureau’s strategic plans and priorities, and a leading role in the Bureau’s external enforcement guidelines related to merger efficiencies, immunity and leniency, intellectual property, dominance and competitor collaborations and its internal policies on public interest privilege, expert witnesses, discovery and subpoenas. He also played senior counsel roles in high-profile enforcement matters related to mergers, abuse of dominance and deceptive marketing, and in the negotiation of the Bureau’s domestic and international enforcement cooperation agreements.
