About Cullen

Cullen is a member of the Competition, Antitrust & Foreign Investment group at Blakes, widely regarded as one of the leading competition law practices in Canada and named Regional Firm of the Year – Americas in the 2025 GCR Awards.

Cullen advises on all aspects of competition law, including merger review, joint ventures and strategic alliances, cartel investigations, unilateral conduct matters and advertising/marketing matters. He also advises on foreign investment merger review under the Investment Canada Act.

In addition to his competition and foreign investment practice, Cullen has prior experience as senior counsel at a healthcare technology company.

  • Canadian counsel to FLSmidth & Co A/S on its acquisition of the mining business of thyssenkrupp AG for an enterprise value of €280 million

  • Canadian counsel to Intact Financial Corporation on its C$12.3-billion acquisition, together with Tryg A/S, of RSA Insurance Group Plc

  • Nasdaq, Inc. on its US$2.75-billion acquisition of Verafin Inc., Canada's largest software transaction since 2007
