About Louis
As strategic counsel, Louis advises the Firm’s clients on complex matters pertaining to financial sector regulation, securities markets, business transactions, corporate sustainability and ESG factors, governance and public policy, as well as high-stakes regulatory and disciplinary issues. Louis also provides clients with strategic advice on risk management, crisis management and stakeholder relations management issues, areas of expertise he developed through his previous experience as president and chief executive officer.
Prior to joining Blakes, Louis worked at the Autorité des marchés financiers (AMF) for more than 17 years, starting out as superintendent of securities markets before taking on the role of president and chief executive officer, a position he held from July 2013 to July 2023. Throughout his tenure, he substantially transformed the organization’s culture and significantly contributed to raising its profile and increasing its influence among national and international regulatory organizations.
Having chaired the Canadian Securities Administrators (CSA) for more than seven years and represented the AMF on the Board of the International Organization of Securities Commissions for 10 years, Louis has made significant contributions to the work of both organizations.
Louis’s many years of experience as a regulator have provided him with a unique perspective and knowledge of the public policies underpinning the regulation of Quebec’s financial sector and Canada’s capital markets. His understanding of the inner workings of the AMF and the CSA, as well as of Canadian and international financial markets in general, is an invaluable resource for the Firm’s lawyers and clients.
Prior to joining the AMF, Louis practised corporate law for nearly 10 years at another major Canadian law firm, where he developed in-depth expertise in securities, corporate finance, and public and private mergers and acquisitions.
