About Meaghan

Meaghan's practice focuses on public procurement, infrastructure and public-private partnerships (P3s), in addition to covering a range of corporate and commercial matters. She has experience in advising clients in a variety of sectors on the development, preparation and ongoing administration of public tenders and procurement processes, the development of template procurement documents and implementation toolkits and the development of commercial agreements for goods and services.

Meaghan joined Blakes as a summer student in 2014 and completed her articles with the Firm in 2015/2016.

Infrastructure/PPP Projects:

  • City of Calgary on the Green Line Stage 1 Light Rail design, build and finance project

  • City of Toronto on the F.G. Gardiner Expressway Rehabilitation project

  • Infrastructure Ontario on the Eglinton Crosstown LRT design, build, finance and maintain project

  • Infrastructure Ontario on the design, build, finance, operation and maintenance of the GO Rail expansion project

  • City of Winnipeg on the design, build, finance and maintain project for the Southwest Rapid Transitway (Stage 2) and Pembina Highway Underpass

  • City of Hamilton on the design, build, finance, operate and maintain for the Biosolids Management Project

  • City of Saskatoon on the design, build, finance and maintain project for the North Commuter Parkway and the Traffic Bridge Project

  • City of Moncton on the Moncton Downtown Centre project (a new multi-use sports and entertainment centre)

Procurement and Corporate/Commercial Matters:

  • A consortium of Ontario colleges with respect to the development and implementation of procurement and contract template documents

  • University of Toronto with respect to the development of a procurement policy and related procedures, template procurement documents and template contract documents

  • Ontario Association of Community Care Access Centres with respect to the procurement of outsourced clinical services and medical equipment and supplies, and providing contract template advice

  • An Ontario crown agency with respect to the development of template procurement and contract documents
