About Regan

Regan practises in all areas of tax law. He provides advisory and dispute services related to income and indirect tax matters. He routinely advises on restructurings, mergers and acquisitions, corporate reorganizations and financings in the domestic and cross-border context.

Regan has experience dealing with various government entities, including the Canada Revenue Agency, the Alberta Tax and Revenue Administration and the Department of Justice. He provides advice and representation in respect of audits and appeals, including drafting notices of objection and notices of appeal.

Prior to joining Blakes, Regan was an associate at another leading national law firm, where he had a particular focus on carbon taxation.

Select Experience

Representative matters in which Regan has been involved include assisting:

  • Pembina Pipeline Corporation on its acquisition of Enbridge Inc.’s joint-venture interests in Alliance Pipeline, Aux Sable and NRGreen for C$3.1-billion and its concurrent C$1.1-billion bought deal offering of subscription receipts

  • Suncor Energy on its C$1.468-billion acquisition of TotalEnergies EP Canada Ltd. from TotalEnergies Ltd., which holds a 31.23% working interest in the Fort Hills oil sands mining project

  • A client with its acquisition of a Canadian brewery in an all-cash C$144-million transaction

  • An Alberta-based midstream oil and gas company with its acquisition of the issued and outstanding shares of an Alberta-based midstream oil and gas services company for C$78.8-million

  • A client with negotiations, research and document review pertaining to an approximate C$3.5-million British Columbia provincial sales tax dispute that settled resulting in a C$2.3-million refund for the client
Awards & Recognition

Regan won the Normand Guérin Award in 2021 for advancement of commodity tax studies, presented by the Chartered Professional Accountants of Canada.

Professional Activities

Regan is a member of the Law Society of Alberta, the Canadian Bar Association, the Canadian Tax Foundation and the Calgary Petroleum Tax Society.
