About Katie

Katie specializes in complex energy regulatory, environmental and Indigenous law matters and has experience with project development, energy utility tolls and tariffs, energy exports and market matters. Her practice reflects the evolving energy and infrastructure landscape in Canada, touching on a wide range of sectors that includes oil and gas, oil sands, pipelines, mining, electric generation and transmission, renewable energy, hyperscale data centres, carbon capture and LNG.

As a trusted advisor, Katie helps her clients secure regulatory approvals and manage risk throughout the lifecycle of large and complex projects. She has extensive experience guiding clients through regulatory proceedings, public consultation processes, Indigenous consultation and accommodation matters, environmental assessments, and surface land rights and compensation issues. Katie also has deep commercial expertise, advising on regulatory aspects of transactions and investment decisions.

Katie has experience before federal regulators, such as the Canada Energy Regulator and the Canadian Nuclear Safety Commission, and provincial regulators, such as the Alberta Utilities Commission, Alberta Energy Regulator, Alberta Land and Property Rights Tribunal, British Columbia Utilities Commission, Manitoba Public Utilities Board and Northwest Territories Public Utilities Board. She represents clients in regulatory review proceedings as well as appeals and judicial review matters before all levels of courts in Alberta and the Federal Court of Appeal.

  • Representing ENMAX Power Corp. in various facilities applications before the Alberta Utilities Commission

  • Representing Suncor Energy Inc. in a proceeding before the Canada Energy Regulator regarding an Enbridge Mainline Open Season

  • Representing TransGas Limited in its intervention before the Canada Energy Regulator regarding an application for a NOVA Gas Transmission Ltd. pipeline expansion project

  • Advising and representing Energy Capital Partners in the purchase of generation assets and related applications before the Alberta Utilities Commission and British Columbia Utilities Commission

  • Representing a shipper group in its intervention before the National Energy Board regarding Maritimes and Northeast Pipeline tolling and abandonment surcharge matters

  • Representing TransGas Limited in its intervention before the National Energy Board in respect of an application for approval of long-term fixed price service on the TransCanada Mainline

  • Representing a producer group in its intervention before the National Energy Board in respect of NOVA Gas Transmission Ltd. pipeline system expansion facilities

  • Representing Cutbank Ridge Partnership in its intervention before the National Energy Board in respect of tolling matters related to an expansion of the NOVA Gas Transmission Ltd. pipeline system in northeast British Columbia and subsequent review application

  • Assisting TransCanada PipeLines Limited and related companies in respect of a comprehensive toll restructuring application before the National Energy Board

  • Advising shippers in their intervention before the National Energy Board in respect of an application for priority destination designation of a refinery

  • Assisting TransCanada Keystone Pipeline GP Ltd. in a Federal Court of Appeal proceeding dealing with Indigenous law issues arising from a National Energy Board pipeline approval

  • Advising on regulatory and environmental approvals processes for the development and operation of liquefied natural gas facilities and associated infrastructure, as well as natural gas export licence requirements

  • Advising and representing Grand Rapids Pipeline GP Ltd. before the Alberta Energy Regulator and Alberta Surface Rights Board in respect of its dual pipeline system, including engineering, environmental, stakeholder consultation, Indigenous and land acquisition matters

  • Advising and representing an operator in proceedings before a joint review panel in respect of an oil sands mine application, and before the Alberta Energy Resources Conservation Board in respect of an oil sands upgrader application

  • Advising and representing AltaLink Management Ltd. in connection with its land acquisition and compensation programs for various transmission lines and associated infrastructure and right of entry compensation proceedings before the Alberta Surface Rights Board

  • Representing a public utility in applications to the British Columbia Utilities Commission seeking approval of various corporate transactions

  • Advising and representing a natural gas developer operating in northeast British Columbia in matters before the British Columbia Oil & Gas Appeal Tribunal and the British Columbia Surface Rights Board
